MASSIVE ROT AT GHANA'S TOLL BOOTHS

.....2011 AUDITOR-GENERAL'S REPORT FINGERS GRF 

Seventeen private tollbooth collectors engaged by the government to collect tolls from the country’s tolled roads and bridge, owe the Ghana Road Fund (GRF), GH¢833,631.04 according to Auditor General’s Report on a special audit carried out on the tollbooths, between January 2008 and June 2010.

Deputy Director of Engineering at the Ghana Road Fund Secretariat, Engineer Ibrahim Seidu, deflated the Auditor General’s reports that the secretariat had misused funds.
He explained: “We were very surprised about it because this is an audit report from January 2008 and June 2010 and so this report has been discussed already in the year 2011 so it came as a surprise that this issue was raised again in the wake of the Ashaiman skirmishes.”
He disclosed that the value was Gh10.4 million as captured in the Auditor General’s Department to be Ghc9 million cedis.
“We collected these tickets from the Controller and Accountant Generals Department and we issued them out to the stations all over the country; so is either they refused to understand us or they don’t understand operations at the toll booths.” He added.
Angel Data and Telecom Services (AD&TS) was contracted by the Ghana Highway Authority (GHA) and the Road Fund (GRF) secretariat to fix automation machines with accounting software which takes stock of every vehicle that plies the route and the rate it is liable to pay.
The system was also intended to plug any loophole and remove avenues for corruption in the manual collection of tolls.
The automation system did not completely eliminate the human factor in such activities as sale of tickets and payment of levies. Motorists had to buy their tickets and pay levies to operators.

The said pilot project ended just last month on the Tema motorway, authorities at AD&TS say they were contracted to install the automation devices and train personnel at the booths.
